Value creation strategy & personnel concept for large project
The challenge
The Zweckverband Bodensee-Wasserversorgung (Lake Constance Water Supply Association) is planning to construct three ultrafiltration plants for extracting and treating drinking water from Lake Constance. The large-scale project “Zukunftsquelle” (Future Source) aims to gradually replace the existing plants in three stages by 2041. The new extraction and processing technology as well as the expansion of the plant will require additional operating and maintenance personnel. A concept is required for both the new facilities and for strategic personnel planning based on the proposed plant expansion and changes in responsibilities.
The solution
FMC and the client will work together to conduct a structured staff assessment in the form of workshops. We will map the current personnel capacities of the operating department and external services to a process model. The resources involved in the core processes will also be recorded on a component-specific basis, taking into account additional cost drivers and efficiency potential.
We will call in experts from the Fichtner Group to assess the personnel requirements for technical components that are not yet available. We will choose specific approaches to determine the future personnel requirements for support processes. We will also take into account operational organisation scenarios and identify potential for optimisation. The result will be a detailed workplace concept for each stage and each location.
The conclusion
We have analysed the effects of the increase in the number of plants and the change in functions on personnel requirements in a structured manner. The requirements were identified in the context of the personnel concept developed for each stage of realisation and will be incorporated into strategic personnel planning. The concept will make it possible to recruit and train staff in good time. It forms the basis for planning the new facilities.
