Fichtner develops a price formula that reflects the cost structure and risks by analyzing cost and revenue structures for plant operation with wholesale gas purchases as well as heat and power sales; modeling heat and power generation; creating a costing model; derivation of a price formula; and testing its range of validity. The outcome is a proposal for a district heating pricing formula incorporating price escalation with transfer of this pricing model to the municipal utility.

Eurawasser: Optimization of the asset management organizational structures and proceduresThe aim of the project was to optimize the asset management organizational structures and procedures for the planning, preparation, execution and settlement of investment, reconstruction and maintenance measures for a German water utility.
The methodology that FMC followed included the application of the principles of asset management organization, the basics of organizational development, process optimization and a professional approach to operating asset management and control model / key figures. As a result, the roles between Asset Management and Services were sharpened and a new organizational structure and procedures for asset management were developed.

District heating feasibility study and economical evaluationA municipality in close proximity of an industrial park is considering the construction of a district heating network and use of decoupled heat investments from the industrial parks. FMC developed a feasibility study including an efficient initial assessment. The services FMC provided were the estimation of the total heat demand of the community and the required power input, talking under consideration the current heat supply. Furthermore, FMC outlined the design and Line layout of the distribution network and determined the cost of district heating and the resulting prices based on consumer type. The estimated cost of district heating were subsequently compared with the cost of other heating supply options and derived from a recommendation for investment decisions.

As a result, a study on grid integration was prepared with the intention to contribute in creating the conditions for raising the capacity of renewable energies in the Kosovian energy network.

As a result, FMC verified that the existing tariff structure complied with the tariff clauses in the loan agreement and in the municipal support and guaranteed contract as well as with local tariff law, including the statutory provisions of the national tariff regulator.

In a first phase FMC defined the technical, commercial and legal framework and conditions for the tender process and prepared the code for the connection of wind power plants to the EETC grid. Furthermore, FMC prepared the entire tender documentation including technical, commercial and financial specifications as well as all relevant project agreements such as power purchase agreement, connection agreement, usufruct agreement etc. and assisted EETC in the management of the tender process.
The second phase of the project consisted in the evaluation of the proposals, assistance to EETC in contract negotiations, finalization of the project agreements and support up to financial closing.

Solar systems promotion arbitrationOur client, as owner of a solar power plant, filed suit against the Spanish Government alleging that changes in government subsidy rules led to unfair disadvantages for his enterprise. FMC provides support by preparing an expert technical and economic opinion paper. This includes investigations into the construction costs of solar power plants and of a legally defined reference power plant. Further, a comparison is made of the Spanish market model for remunerating solar plants with those of other countries. Research into details of the legislative procedure was conducted locally by expert staff from our Spanish subsidiary. The services FMC provided were to develop the long-term strategy for the geothermal sector under consideration of the necessary development potential of the geothermal business environment on government level and various institutions, so as to initiate and ensure symbiosis of geothermal developers over the long term.

EBRD: Advice for small investment projects in MoldovaFMC acted as project consultant for the development and management of the Moldovan Sustainable Energy financing Facility (MoSEFF) with the aim of familiarizing local financial institutions, i.e. banks, with appraising and financing energy efficiency and small renewable energy investment projects, while local engineers were developing the technical expertise to identify, assess and prepare technically feasible and bankable projects. As an anticipated outcome, this facility is expected to develop, strengthen and establish a self-financing market for investments in sustainable energy projects in Armenia. With an available loan volume of around 40 mn EUR, the facility will furthermore significantly reduce primary energy consumption in the country and create financial savings in the implementing companies.

Concept for the achievement of a 100% renewable energy regionThe project aim was to build a portfolio of renewable energy sources (RES) systems, including assessing the potential for renewable energy generation to the electricity consumption in the distribution network. To determine the theoretical potential, statistical data (climate, weather, land use) on the region as well as input from expert interviews was incorporated. For suitable locations achievable energy yields were estimated based on each RES technology. Based on the specific investment costs and the expected potential revenues were also assessed. At the end of the project FMC presented the study results to the client, and policy makers.

Following the determination of the fundamental feasibility and after its approval, FMC designed and inserted in the area, a power plant including all the necessary aspects such as the waterways, power connections etc. For three different equipment sets construction costs were estimated for each one and the preferred option was identified.

The services FMC provided involved the assessment of opportunities and risks in terms of the investor’s preferred technologies. Furthermore, a market developments assessment was also conducted with regard to the chance of being implemented, the possibility of participation and the technical and economic profitability. The study consisted of three phases: a clarification of the investment strategy and technology / country selection; a rough evaluation of participation projects; a review of selected projects. As a result, the focus of equity options was on on-shore wind power projects in Germany.

ZWUS: Corporate analysis and development of options for actionFor water supply in Bodenseekreis the 6 water utilities ZWUS, ZV Haslach, ZV Gehrenberg, Municipality Waterworks Meckenbeuren, Tettnang Waterworks and waterworks Langenargen formed a drinking water network. The aim of the consortium was to ensure the security of supply in the first place. The 6 suppliers operated individually and with their own staff. FMC initially analyzed in detailed the inventory of the 6 water utilities and then investigated the possibilities of further cooperation and economic optimization. One of the goal-oriented options consisted of a fusion of syndicates ZWUS and ZV Haslach and the affiliation of the Municipality Waterworks to the merged association. In several follow-up projects for the city of Tettnang and the municipality Meckenbeuren this option was further detailed, by a comparative assessment of the fixed assets of ZWUS and Meckenbeuren.

Task of the report was to review the security of supply, organizational security and the economy and identify concrete recommendations for future water supply. As a result, a roadmap for a merger of 6 water utility was prepared to a special purpose association, an investment program for a composite system was proposed and a rough calculation for future price of water was conducted.

The project aim was to undertake an institutional analysis study for the Ministry of Mineral Resources. The services FMC provided were the institutional review of functions of the Ministry, INP (regulatory) and ENH (national hydrocarbon company), and an inventory of facilities and equipment required to implement the institutional reform. In addition, to Maputo based MIREM and INP units and ENH, the audit comprised the visit and evaluation of at least the Provincial Directorates of Nampula, Tete, Manica and Niassa (for mining) and current/ proposed provincial department of INP in Pemba.

Remunicipalization strategy and investment consultingIn the context of the endeavours of a German city to remunicipalize energy supply, FMC assisted the authorities in strategic positioning and in preparation for negotiations with potential private energy sector partners. The aim was, firstly, reorganization in stages of the agencies responsible for energy supply and their business models to obtain maximum influence and control as well as in the interests of sustainable and profitable financing. Secondly, as part of this restructuring reconfiguring the inner city and regional energy infrastructure was also promoted, so that the state’s own climate protection objectives were fulfilled. FMC’s consultancy services comprise assessment of the concepts presented by the negotiating parties. In doing so, business and cooperation models were evaluated together with the technical reconfiguration of the energy infrastructure. Also questions & answers lists were drawn up for each negotiation step. The client at the end of the project received an overall appraisal with recommendations.

The services Fichtner provided within the framework of the concept development were involving the description of surface operating principles and underground storage technologies, the analysis of the potential storage capacity and time for responding to energy needs, and the feasibility with regard to construction and operation. On the basis of the capacity potential analysis and feasibility check, energy storage systems appropriate for Lower Saxony were ranked and compared according to priority and the technical performance of the technologies.

The service FMC provided was the investigation of options for financial optimization of network operation within the specified regulatory framework for transformation of the on-site power network currently operated as a customer installation into an integrated distribution network. As a result, FMC described the sequence of the transformation process under regulatory requirements and the changes in process handling and evaluated the technical adjustments that were essential for the organizational changes of network operation.

In addition, for each scenario structure vertices were developed and courses of action derived based on actual network data. In the study about the development of the value of natural gas in the Italian gas market Fichtner described the applied methodology, the data sources used and the results. For this our experts examined the development of the legislative framework, the breakdown of the gas volumes into segments, as well as the development of energy prices for alternatives to natural gas and the market prices of gas for each segment.

This analysis was based on actual end-user gas prices published by EUROSTAT. For this purpose, among others, the evolution of prices and market shares in the market segments residential, commercial, industry and power was investigated from 2004 to 2012. In addition the development of costs for transport, distribution and storage was analyzed for the same period.

The consultancy services for the transaction involved the evaluation of power plant systems, the analysis of environmental issues, risk assessments and their quantification as well as the formulation of an OPEX / CAPEX model as a contribution for the financial model of the investor. FMC used as in other M & A projects in this buyer counselling the usual M & A instruments such as data space, Q & A sessions, expert sessions or advisor calls with the other disciplines. A Red Flag Report and a Bankable due diligence was submitted. FMC tested the efficiency of district heating storage, to better exploit the potential of the biomass plant and to reduce the generation of the boilers. For further assessment, FMC developed a quarter of an hour sharp model taking into account current price opportunities and use of the control energy market. The results were provided to customers for a better assessment of the investment project.

Water Commission Lesotho: Optimization of the management of water resourcesIn the past decade, Lesotho’s water supply and sanitation sector has been subject to changes aimed at upgrading management of water resources and provision of water supply and sanitation services. The project aim was to assist the Commissioner of Water (CoW) office to create a framework for developing positions and responsibilities by the Asset Management Agency (AMA), the water supply and sanitation company WASCo and the Lesotho government, with the focus on administration, working practices, reporting and accountancy of the assets of the Metolong Dam and Water Supply Program, MDWSP.
