    Developing a District Heating Price Strategy

    The Client, a multi-utility company supplies customers in the municipal territory with district heating from a combined heat and power plant. The project aim was to secure contribution margins from the district heating segment that are acceptable and as stable as possible while at the same time maintaining the competitiveness of district heating supply while review and rework the present tariff system. The services FMC provided were the analysis of the district heating marketing and purchasing costs, and their conversion into a tariff system made up of standing charges and supplied unit rates to reflect the cost structure of the variable and fixed components. As a result, apart from the tariff system, FMC created a price escalation formula to track cost development to compliment the tariff system that provided planning security for customers and the municipal utility over the medium term.

    As part of the Ethiopian Scaling up Renewable Energy Program (SREP), the International Finance Corporation (IFC) drew up a long-term strategy for the geothermal sector, from which recommendations for developing geothermal energy in Ethiopia would be derived. The services FMC provided were to develop the long-term strategy for the geothermal sector under consideration of the necessary development potential of the geothermal business environment on government level and various institutions, so as to initiate and ensure symbiosis of geothermal developers over the long term.

    Stadtwerke Gmuend: Strategy for the expansion of renewable energies

    FMC has formulated a strategy development for expansion of renewable generation for a German municipal utility and determined the potential available investment. In addition, the 2020 achievable goal percentage was derived and investment options presented. Furthermore, the participation of a civil energy cooperative was incorporated in the renewable energy strategy. In the second phase of the project, FMC accompanied the local municipal utility in developing a PV park in his distribution area.

    The project aim was to develop an “asset service” business development plan focusing on strategic and organizational consulting. The services FMC provided were the development of a strategic concept by defining and reviewing products and services to highlight strengths and weaknesses including the idea of alternative organizational. As a result, FMC drafted a cooperation concept and then a business plan was created. In addition, alternative courses of action were presented and recommendations on the business plan were provided.

    Talking under consideration the reduction of network charges, FMC support a large regional utility in the comprehensive restructuring of the entire company to achieve sustainable improvement in earnings.     The project aim was to develop and implement a rational corporate structure for ESCOM, a vertically integrated electricity utility in Malawi which would ensure delivery of results under current circumstances of a changing policy framework and fluid market and regulatory structures. The services FMC provided were to improve the utility’s operational efficiencies, increase financial controls, improve the ICT environment, professionalize the workforce, facilitate realization of donor-funded projects, and ensure accountability and transparency to the utility’s internal and external operations. As a result, FMC conducted corporate governance and benchmarking assessments that provided as strategic inputs supporting an MCC funded five-year power sector revitalization program for relevant African country.

    A large northern European utility planned market expansion and project investments in Eastern Europe, to increase its market dominance. As FMC is already active in Romania, Hungary, Slovakia, Bosnia, Serbia, supported the customer by conducting a market analysis, along with market entry strategies. Furthermore, FMC did project identification and developed an evaluation process to identify the potential “Best Case” projects for the power company in the conventional and renewable sectors.

    The project aim was to analyze the staff-line and organizational procedures, as well as investigate ways to upgrade efficiency and cut costs for a German water and waste water company . The services FMC provided were involving the designing of an organizational structure from the ground up while taking the respective cost structures into account. Furthermore, a benchmark-based approach was also applied to estimate the cost-reducing potential for the entire company. As a result, a new organizational structure was developed and cost-reducing potentials were identified for all core and ancillary processes, along with an evaluation of the benchmark findings together with the managers concerned in a series of workshops. On that basis, exploitable potentials and ways to implement these were also identified. FMC provided also assistance in presenting and communicating the project results in the political committees.

    The project aim was the initiation of a comprehensive program, with a 5-year horizon, for the sustainable yield stability of a network company due to the reduction of the network charges by the local regulation authority. The services FMC provided were a common analysis of the financial situation and definition of the upcoming budget in collaboration with the shareholder, a comprehensive analysis of the current situation that included process mapping and a process resources matrix and finally the definition of the new organization including the transformation planning. As a result, FMC assisted in the reorganization of the 3rd management level, and developed a comprehensive plan of optimization measures that would ensure long-tem profitability.

    OOWV: Development of a process model as well as a new organizational structure

    FMC derived on basis of the strategic objectives the strategic business units and based on those a process model has been defined for the water and waste water company. Based on the process model the operational structure with approximately 700 employees was fundamentally reviewed together with the management and a new organizational structure was developed with the aid of a "Greenfield" approach. The essential processes, in particular relating to the roles between "Asset Management" and "Asset Service" have been optimized and job descriptions adapted. Furthermore, FMC developed as part of a permanent establishment concept a regional structure for all locations. Based on the process model, the new organizational structure, optimized processes and the permanent establishment concept led FMC to a benchmark based personnel assessment and the identification of areas for action. With the help of scenario analysis potential future developments were also taken into account.
