    TenneT Offshore GmbH as a TSO, must provide power connections for the wind farms at the German North Sea. The service FMC provided within a FICHTNER managed consortium was the coordination and controlling of the construction supervision of the offshore platforms DolWin1 (800 MW), HelWin2 (690 MW) and DolWin3 (900 MW) from the construction until the commissioning phase. Services of FMC included design and implementation of methods, tools and processes for the coordination and controlling of the construction supervision as well as the operational implementation of project management in the construction phase with site management, progress control, quality management and reporting.

    The project aim was to address the demand for re-dispatching capacity of the transmission network operators in South Germany. The services FMC provided was the further development of a procedure outlined by the Client for market-oriented procurement of the necessary re-dispatch capacity. For this purpose, the envisaged market design was evaluated under the aspects of effectiveness, efficiency, controllability and practicability. Through workshops, the framework conditions for tender and product design were defined and an estimate was made of the anticipated market response. As a result, FMC and the Client jointly developed a proposal for procurement of the requirement for re-dispatching that was discussed with political decision-makers.

    Heizkraftwerk GmbH Mainz: Development of a secure and cost-effective heat supply concept

    Faced with the possibility of retirements of existing generation capacities, on behalf of the municipal utility, FMC developed a secure heat supply concept at favourable cost for the city of Mainz. The services FMC provided was to analyze the impact of retirements of heat generators and then propose technical solutions for maintaining the heat supply. In a second step, these technical solutions, comprising high-capacity CHP plants, biomass-fired CHP plants and geothermal plants, were evaluated regarding their economic performance and the marketing of electricity and balancing of power. Furthermore, FMC investigated the profitability of a district heating storage facility in combination with the preferred options from the second step. As a result, these simulations served the client as a decision-making basis for potential investments.

    The project aim was to provide assistance in a power procurement of a medium-sized German city for supplying municipal properties and installations to an amount of 8.4 GWh under an EU-wide competitive tendering procedure. The services FMC provided were the design of a concept for structured procurement, the drawing up of the contract award documents including a model contract with a clause for a stock market-indexed price and finally the evaluation of bids with a recommendation for contract award. In addition, FMC was also responsible for the checking of the procurement procedures undertaken by the successful bidder and the resulting setting of prices.

    Developing a District Heating Price Strategy

    The Client, a multi-utility company supplies customers in the municipal territory with district heating from a combined heat and power plant. The project aim was to secure contribution margins from the district heating segment that are acceptable and as stable as possible while at the same time maintaining the competitiveness of district heating supply while review and rework the present tariff system. The services FMC provided were the analysis of the district heating marketing and purchasing costs, and their conversion into a tariff system made up of standing charges and supplied unit rates to reflect the cost structure of the variable and fixed components. As a result, apart from the tariff system, FMC created a price escalation formula to track cost development to compliment the tariff system that provided planning security for customers and the municipal utility over the medium term.

    Because the power and heat supply contract with the neighbouring Scholven Power Plant was due to expire, a secure supply strategy “Post 2018” was investigated for an industrial company. In a scenario analysis, market and price developments were examined, a technically feasible basic option for securing supply was defined, and options are weighed up under the aspects of economic performance and risk to identify the preferred one. As a result, the outcome served as a basis for senior management to make a decision and also for price negotiations to extend the supply contract.

    The project aim was to assess the current personnel capacity and the way in which tasks were allocated to the commercial staff. The services FMC provided were involving the determination of the improvement potentials by analyzing process documentation and holding structured interviews with employees and managers of the department.     With the commissioning of a new biomass heating plant, the proportion of generated in cogeneration district heating increased significantly. FMC tested the efficiency of district heating storage, to better exploit the potential of the biomass plant and to reduce the generation of the boilers. For further assessment, FMC developed a quarter of an hour sharp model taking into account current price opportunities and use of the control energy market. The results were provided to customers for a better assessment of the investment project.
